Is the control on the head stuck closed for one this can happen they corroded up so get some one to work the controls inside while you look at the shutoff valve.The other one is your thermostat is it stuck open,if you drive for some time all the engine gets warm then you get heat,as the thermostat controls the water flow and heats the water in the head first,then when open it lets water flow to all the engine.

Check that the shutter is working well as if you are drawing in too much cold air it will appear not to be working.

It sounds like your thermostat needs replacing. Its happened to me several times with Ford Cars.

Are there shutoff valves? A bad thermostat valve? Make sure the radiator is completely full.

sounds like your heater matrix a common problem with fords a real pain to change
