First way=you can open it with Microsoft Paint and resize it from image menu>attributes and you can resize it now
second way= You can open that in Adobe Photoshop and resize that from "Image size" in Edit menu;

Irfanview is a great free download, if you haven't got any image programs. Ability Photopaint is a good cheapie to buy if you want a bit more retouching power.
