suppose there are 100 people in total
therefore 60 r females ans 40 r males
15% of females in project
therefore 15% of 60 = 9 females working in project
25% of males in project
therefore 25% 0f 40 = 10 males working in project
total = 9 + 10 =19
therefore 19 people out of all work in the project
therefore 19%

60% of the department is female and 15% of those are working on the project.... that's 60% x 15% = 9% of the department for females... and there must be 40% males overall in the department (100% - 60% females leaves 40% male). So, 25% of those males are working on it, that's 40% x 25% = 10% of the department is working on it for males, add that to the 9% for males for a total of 19% of the entire department.

Assuming that everybody in the department is either male or female, then 40% of the people are male.
15% of 60% is 9% so 9% of all the people in the department are females who are working on the project.
25% of 40% is 10% so 10% of all the people in the department are males who are working on the project.
9% + 10% = 19% of the people in the department are working on the project.

Let nf = no of females in the department. Let nm = no of males.

People working on the project are then .15*nf + .25*nm

Let N = total people in the departement. Then nf = .6*N and nm = .4*N. Plugging these in, get

People on project = .15*.6*N + .25*.4*N

People on project/ N = .15*.6 +.25*.4 = .09+.1 = .19

The percent of people in the department on the project is 19
