Okay, you figure at first it's .6 of its original size, and then they reduce it by 20%, which is to say, it is now .8 of its original size. Multiply .6 by .8, you get .48, or 48%.

The Picture was reduce to 60% of its original size (X),
So its new size is Y=60*x/100, then we reduce 20% from Y, so we've got a new size Z, which equals the size of Y reduced by 20% of Y:
Z=Y-20*Y/100
Y=60*x/100
=>
Z=60*X/100-20*(60*x/100)/100
Z=60*x/100-12*X/100 =>
Z=48*X/100
so Z is 48% of X

Original picture is 100% = 100/100
It has been reduced to 60%
ie, 100% * 60% =60%
And once again this figure is reduced by 20%
ie. 60% - (60%*20%)= 60%-12% =48%
The original figure is 100%
Consequently, final copy is
100% * 48%= 48%
(please note the difference between the phrases reduced to and reduced by)

if you take 20% of 60 (60 x .20) you get 12.
then 60 - 12 = 48...

LET ORIGINAL SIZE =X

SIZE AFTER PROCESS 1 = .6X (SINCE REDUCED TO 60%)

SIZE AFTER PROCESS 2 = .6X - .2 * .6X= .48X (SINCE REDUCED BY 20% )

HENCE NOW THE SIZE = .48X = ANSWER D
