Washington said America should avoid "foreign entanglements," which meant alliances--he felt the US should focus on developing its own country rather than getting drawn into European affairs. This is very different from today because now the US is one of the major players in international politics, with interests in foreign affairs in every continent.

It was a whole different time, but I think he said that we should not be the aggressors in war.
