Depending on what's showing on my screen it gets more or less intense, sort of like a static noise. It's driving me nuts.

Another thing, when I unplug my speakers and plug in headphones it does the same thing, so I don't think it's the speakers, right?

its problem of sound card reinstall the sound card and see the change

It could be the speakers going bad, it could be your sound card going bad, or it could be a loose connection somewhere.

Try plugging the speakers into something else, and try plugging something else into your computer and see which one is causing the problem.

No it's normal. You gain is too high and so your speakers are spitting out everything they pick up (including electrical interference). What you need to do is turn down your physical speaker volume (the knob) and turn up your computer volume (the little speaker icon) or vice versa.

its the speakers or monitor, i would try replacing the speakers 1st as they are cheaper, but you can notice this same thing in cheap, older, tube tv's ..buzzing with color change. hope it helps
