As the others have said, its an important habit to get into so as to minimise moving things around that you've already carefully set into place. If you've got lots of overlapping layers it is very easy to accidentally move something on the wrong layer.

Also, its useful when copying from your library - its very easy to copy a movie clip onto the wrong layer and then wonder why something is acting odd further down the line.

And finally it useful for when you want to trace something graphically. For example, lets say that you want to trace a picture of a man...if you put the original jpeg that you're tracing on a bottom layer, lock it and create a new layer above it, you can now trace around the image without running the risk of tracing OVER the image. See what I mean? If the layer was unlocked, you might find yourself drawing onto the image itself.

Definitely a useful habit to get into - although I wouldn't really call it an "important concept".

Yes it is a very important concept.

When you have a number of layers if you lock all of them except the one you are working on then you will not disturb or destroy work you have done on those layers.

Locking the layers is a very good discipline.

It's mostly used just in case you want to make sure you won't move that layer by accident.
