The 'adult age' in Japan is 20.
~Well, in the part of Tokyo I live in the cigarette and beer vending machines have notices on them that NO ONE UNDER 20 can buy cigs or beer. Here's a cellphone pic I took of it recently because I had posted this before and had no proof at the time, but here it is.

~So that probably means no smoking or drinking under 20 years of age.
Hmmmmm, but I doubt that it stops anyone.
These machines also close at 11pm and reopen at 5am, like that makes a difference.
I'd say that if you're in doubt, don't do it. Better safe than sorry. Use common sense, you should be OK!
Some places have laws for minors, 17 and under, being out late- after 11 pm, a type of curfew I suppose.

There is no restrictions but due to the Human smuggling specially children identity papers may be needed not only in Japan also in other part of the world.
Therefore, you better carry, what is your relationship with the child? or any thing else which can be helpful other than passports.
