Yup, without a doubt it is phishing.
Just report the offenders to Paypal and delete the damn email.

They need to be taught a tough lesson..........

Do you have an ebay account? If so, then anything ebay sends to you by e-mail they will also send to your ebay messages (on ebay's site). Log into ebay through www.ebay.com (not any link in any e-mail), go to My Ebay and check My Messages. If you find that message in your ebay messages, then it's from Ebay. If it's not, its phishing.

That's what I got from their website, and after they received it, they sent me a than-you note explaining that it was not from them!
