Some cartridges come with tape or a plastic piece that keeps the powder inside the cartidge while it's being transported. Maybe you need to look at the instructions and see if you have to take off more stuff.

The issue you are experiencing is may be due to the improper communication between the printer cradle and the cartridge contacts or may be due to the defective cartridge.

First ensure that you are compatible cartridges for the printer.
