The stationary phase in paper chromatography is paper (cellulose, polar materials like polysaccharide). So if you have a mixture of compounds with different polarity, you can separate them on paper chromatography by applying eluent(s) because the retention time of more polar compound(s) will be longer than the less polar compound(s)
