California residents-(Irvine ) is there a company like this:Tech Pros group?

Question

They claim to get u trained, certified on both Microsoft and Cisco system, get u a job, and then u pay back.
on several blogs pple r throwing mud at them, that they r scam, insincere, etc.
i want to know: are they real?
i tired google with this "IRS tech pros group"
nothing turns up. if they pay tax, somethin shud turn up, right?
