Morally, they are wrong. Legally, not unless they bought the cigs for the minors.

Did the girls have their own smokes. If so the girls are breaking the law and would get in trouble if the police wished to press the point. That would be between the girls and the police.
Did the owners provide the cigarettes? If they did, that would be illegal. Is that wrong, legally yes. Should you report them? Depends on your own moral code. The girls would get cigarettes themself anyway if they want to smoke. Do you think the girl's would be happy if they got fired because someone reported them or the owners for their smoking? Do you think you would be looked upon favorably for causing this turmoil?
Be very careful when interfering in the lives of others. It can hurt a lot of people. So can tobacco use, it just takes a lot longer. The choice is yours. I wouldn't go there, but i would remind the girls smoking kills you.

well, say the kid's parents were to find out and press charges against whoever provided the minors with smokes. That is illegal. Just for watching a minor smoke...hmm, not sure. It is against the law, and you do have an obligation to report a crime (or something like that, I don't remember exactly how that law goes), but I'm not entirely sure.

You can say something about it. It's the right thing to do. Might not be the smartest thing, you know, getting everyone in trouble, but it's the right thing. So here's the real question. How much of a spine do YOU have?

these folks are old enough to have seen many legal fads come and go.
believe it or not i am just 46 and when i was in high school, the school set aside a place in the parking lot for the students to smoke during school.
the fact is that you can witness a bank robbery and say nothing of it without getting into trouble (although some would consider it their civic duty to do so).
these guys have seen drinking and smoking and other social bans come and go, so they probably dont get that excited about it.

no, this is called being co-workers and taking a smoke break.

The 16 year olds could get into trouble for smoking ( like anyone really cares if they do) there is no smoking police that is going to come in after them.

It is illegal and harmful to the girls' health. So, no, it is not okay. Chances are, however, that they will not get in any sort of trouble for this, because these types of laws are hard to enforce.

The law is against underage buying of cigarettes. It's not illegal to be underaged and smoke them.

Contributing to the delinquency of a minor is the crime they should be charged with among others.

It is OK. those people will get it one way or another. It would be an issue if it was 14-15 though..
