It is the international S.O.S. signal of distress. Any National flag that is upside down means that they are in distress.

It used to be a symbol of distress. However, like most symbols, people have taken its meaning and made it into what they will. It now means, to most people, that a person hates America and is unpatriotic.
Another good example of changing in symbolism would be the burning of the flag. It used to be that you burned a flag to retire it. The flag was something to be respected and to let it get dirty and tattered was unpatriotic. Scouts burned flags at the end of there camps so that the flag would go on in the minds of the people attending as a clean crisp and strong piece of material, a direct representation of our country.

Officially the American flag can be flown upside down in moments of serious distress such as a ship sinking. Other that that there is no legitimate reason. I guess if someone wanted to make an anti american statement they might display it upside down.

Most likely it means they let some "idiot" raise the flag.
