The tissue of the penis is spongy and connected to the blood supply. When a man becomes aroused his blood pressure increases slightly and at the same time valves in the veins that drain blood from the penis close. Blood fills the spongy tissue and makes it rigid. When arousal ends the valves open and blood drains out.
