The tissue of the penis is spongy and connected to the blood supply. When a man becomes aroused his blood pressure increases slightly and at the same time valves in the veins that drain blood from the penis close. Blood fills the spongy tissue and makes it rigid. When arousal ends the valves open and blood drains out.
Some animals (bulls, dogs, cats, seals, etc) have a bone (called an os penis) in their penis. This is connected to muscles which move the penis into its erect position. These animals can get an erection must faster than those such as humans which depend on blood pressure.
