After the above options are exhausted, although I agree the battery dies after a three years or more, I have a few suggestions:
Were any changes made to the BIOS usually going to Reset Configuration Data would help to reset overclocking misconfigurations.
With the PC off, unplugged and you have a grounding strap use a PC vac to clean the power supply and inside the tower case, especially the CPU fan and grille. While inside push all the connectors into the plugs of each drive. Check the PCI/AGP/PCI-E cards to make sure none of them popped out of the plug.
Oh, new Disk Drives and Video card may require BIOS changes to be AUTO instead of on a specific feature. CD/DVD/HD drives are AUTO specific. Video has to be set to PCI, AGP, or integrated depending on how it is. Hope this helps.

From what I can understand you say that it stops before it loads windows?. In that case it could be that maybe a hardware component is not registering. Or it could be that windows is not being picked up. at this stage it might be helpful to your self to download ERD commander 2005 and boot up with that in your cd drive. Backup your file and check your system at the same time.
Alternitavley you could take your Hard drive out and put it in someone elses PC and back up your data. Then reinstall windows and see if that helps.

This might work. Reboot the PC will pressing the F8 key repeatedly. You will come to a black screen with writing, one option is to Restore Computer to Last Known Good Configuration. Choose that. Hopefully this will cure it. Best of luck.
