Pretty much any computer will do it today but if you want to download lots of high quality or just pictures make sure you get a large hard drive like 200gb for like 10,000 pictures. Oh don't forget photo shop

These people are right. Any computer these can do that. Your requirements as stated in the question demand the following out of a pc

USB Port - a plug that devices you buy (like cameras, printers, etc) use to talk to your computer

USB Ports are a standard feature on all computers. In fact you are likely to get several of them. This is so you can plug in and use many devices at once.

If you plan on going to a computer store I recommend you exercise some caution. I worked in computer sales for 2 years. Due to the simplicity of your question many sales associates may try to lead you astray, telling you that you need things you actually do not. Here's some additional information about computers.

(I will try to simplify as much as possible)

There are 3 main components to a computer:

Processor: this decides how fast your computer can perform calculations.

RAM: this decides how many things your computer can do at once

Hard-drive: this is how much storage your computer has to save files. Everything gets saved to your hard drive.

Now, there are other things that do matter. Like a CD drive or a DVD Drive. Typically any computer today will have a DVD burner which will allow you to burn any reasonably sized file on your computer (a DVD could easily store over 2000 photos)

Ask yourself this. Do you plan on doing more than the following?

looking at photos
doing very simple photo editting
possibly printing photos
checking email
other basic internet tasks
using microsoft word, excel, powerpoint XP
possibly burning some photos for backup purposes to DVD

Then, you could EASILY do with a computer with the following specs: (you could easily go lower too)

Processor: Pentium Celeron D 2.8Ghz
RAM: 512mb
Hard drive: 80GB
Optical Drive: DVD +/- Burner
At least a couple USB drives

You may not understand all these numbers. But at the least you can bring this into a store and be aware of what kind of numbers you actually need and you will be aware when you are being pushed into getting something you don't need.

What you wish to do can be accomplished with any computer made in the past 6 or 7 years. Dell will be no exception.
