A friend of mine is having some difficulties and wants to post some fliers on Car Windshields in order to help her situation out. She currently lives in Virginia and has about 3 malls around her home. Does anyone know if it would be illegal to post the fliers on the cars? Please help. Thank you.

You can look through the state Statutes for Virginia. You would maybe want to look under:
Title 10.1, Chapter 14
Virginia Waste Management Act
Article 3
Litter Control and Recycling

It may be even easier to call up her local police department and ask them if it would be okay to place flyers on motorist' windshields whom are parked at area malls.

Personally, I never read fliers that get placed on my windshield. I consider them to be litter, and most people that I've discussed this with agree.

Are the letters going to be "Please give me money" type letters, or will your friend be offering a service in return? Does she have a license to solicit in the town where the malls are located?

I would say post away. don't you normally get flyers posted on your car at the mall?
