It depends on the occasion. If you are wearing black or white tie (tuxedo), go with a bowtie with a cummerbund or vest (yes, you need one of the two). If you are wearing a suit (but not tuxedo), go with a normal tie. If you just want to wear a dress shirt, not tie is necessary.

In your case (suit or sportcoat), a tie will probably be the best. Bow ties are usually more formal and would look odd or stereotypical-nerdy. No tie with a dress shirt would look conspicuous. However, if you don't have a tie, you could pull off a turtle-neck with suit. If you have a tie, go with that.

If you are actually considering a bow tie this must be for a special occasion. I'd go with the tie without a vest. Vests are for older men. A tie looks very dressy. A sport coat is less formal I would say. A suit jacket is very dressy. A man in a suit I find very nice looking.

For me, I'd say either a nice tie, or no tie. If you don't wear a tie, unbutton the first couple of buttons!

if by vest you mean a three-piece that always works for formal, or just a tie. for less-formal a shirt with the top button undone is always good
