Ayrton Senna, if only for two outstanding races in the rain:
This one is 22 years ago, but at the 1984 Monaco Grand Prix, his fifth Grand Prix, driving an uncompetitive Toleman-Hart, he would have scored his first win had the race not been stopped after 31 laps because of rapidly-deteriorating conditions.
The 1993 European Grand Prix at Donington. His opening lap (where he passed several cars, to take the lead) was magic. Besides winning the race (in a McLaren-Ford), there was the anomaly of setting the fastest lap (1:18.02 on Lap 57) while going through pit lane on an aborted pit stop - there was no pit speed limit in those days.
That was one race where I didn't mind getting wet and having to spend ages scraping mud off my boots.
A third example of his prowess in the rain was at the 1991 Australian Grand Prix on a street course in Adelaide. In horrible conditions, that included standing water on the track, he was dominating when the race was stopped after 14 laps. I stayed inside for that one.
He was a better wet-weather driver than Alesi or Schumacher.

I'd say that Senna is undoubtedly the best wet-weather driver ever in Formula 1. In Monaco, in 1984, Prost was lucky that the marshals stopped the race, otherwise Senna, in the Toleman, would have swallowed him alive, along with Stefan Bellof which was right behind in the Tyrrell. Prost actually broke down on the finish line with Senna gaining around 3-4 seconds per lap. And the insane way in which Ayrton drove that first lap at Donington... overtaking 5 drivers in hazardous conditions in a single lap and going on to claim one of the greatest wins of his career.
Recently, I think that there is a new "rain-master" emerging, judging Alonso's crazy race in Hungary, from 15th to 1st in a few laps on a plain wet track at first, and then in a pouring rain. Schumacher has lost his wet driving skills in recent years until his retirement.
Note: Alesi won his only race in dry conditions.

Without any doubt in my mind, Senna is the best wet race driver of all time. He ran rings around everybody and that includes people like Alain Prost and Schumacher ( even with suspect traction control). I have never seen anybody with his level of control in the wet. Senna, Shumacher and Alesi for me. But Alonso in Hungary last year showed some pretty serious potential.

Scummy was a third-rate driver without the best car.
The rest I would agree with, especially Senna: think back to Monaco, in 1984, when he nearly won (he was cheated out of the victory by a red flag) in a car equivalent to a Minardi or Super Aguri today.
