First you should go to start -> control panel -> add/remove programs. See if that toolbar is on your software list, if so uninstall it. If its not most likely its spyware and you will need anti-spyware software to uninstall it from your browser/computer.

Well, I think I'll need more details on this:
-what browser do you use?

Generally you should be able to remove these toolbars from Control Panel > Add/Remove programs.
In Firefox you can set the default search engine by clicking on the toolbar search tab>manage search engines.
Also you have free AD-Aware SE Personal and SpyBot Search and Destroy for cleaning your PC from Spyware and Malware, and RegCleaner for cleaning up your registry.

Check this website for more details.

Start by downloading Hijack This and posting the log on the forum in the link below. The program and a tutorial are also found on the same link. After you have posted your log file, someone there will analyze it and post back instructions for the removal of various tool bars. Make sure you follow their instructions.

You could try the little icons on the bottom right side of the screen, where the time is, sometimes when there are toolbars on your computer the icons are there. You could just right click the icon and it will say something about removing it (I hope!)
