That's just Sam being Sam. Having you for a friend may be the thing he needs most. Try to be an example to him socially and one day he will change. Friendship can do that to a guy.

I have the same problem as him.. I am shy I don't know why I just don't look at peoples eyes directly it's weird. But I'm getting better at looking directly now.

It isnt strange its just that he is new and needs to adjust a little to the new environment. Give it some time and let him open up a little.

in some cultures, it's considered rude to give people eye contact. i grew up that way and i didnt look anyone in the eye, but im trying to over come it.
