Yes, in fact there are 8 common phases, listed below.

1 Full=Moon
2 Gibbous (between Full and Half)
3 Half-Moon (look like half a circle)
4 Crescent (between Half and Dark)
5 New (Dark)
6 Crescent (between Dark and Half)
7 Half-Moon
8 Gibbous (between Half and Full)
Full-Moon

If we were to write this as a sequence we would get:

F ---> G ---> H ---> C ---> N ---> C ---> H ---> G ---> F

And this repeats over and over! For fun draw 8 circles next to each other and shade in each one correctly to match the sequence written above!

A periodic phenomenon is something that occurs over and over regularly. The moon orbits the earth, and regularly goes through the phases: New, Half Moon, Full Moon, Half Moon, etc. So the answer is "yes".
