The wetness of water depends upon the surface. Water is wet if it spreads over a surface and less wet if it beads. The article below explains wetting in terms of surface energy on a macroscopic scale. On a molecular scale, water is wet because water molecules can form hydrogen bonds with a substrate to achieve a lower energy state than a molecule in the bulk liquid. Ice is not as wet because the water molecules in ice are already bound in a low energy state so energy must be added to move a water molecule from ice to another surface.

wet (adj.)=consisting of, containing, covered with, or soaked with liquid (as water)
Water itself is therefore not wet.
If you want to get technical, English (wet is from Old English) has assigned the description of wet to what water can do to other materials. If you think about it, it's just a word...

It isn't always.. only when it's in liquid state (as opposed to it's solid and gas states).

Good thing you're covered with skin, or you'd be feeling your own wet self!

its a liquid thats why. It is melted glaciers, and other wet particles. What kind of question is that?

its not ALWAYS wet..it can exist a a solid (snow), liquid (water),
or gas(mist/clouds)
