A brain requires a cluster of nerve cells, and plankton are single-celled organisms, therefore they cannot have brains. All functions are controlled by their nucleus.

Phytoplankton are plants and have no nervous system at all. Zooplankton are very primitive and may have a few nerve cells to aid in environmental response, but nothing close to what could be called a "brain."
