I have a Dell, with a wirereless mouse. Yesterday it started anytime the curser is on a web page , the page jumps up and down If I move the curser off it stoped. I and going nuts trying to read or look at anything.

If the mouse receiver (the part that plugs into the computer) is USB, try unplugging and plugging in the receiver.
Also, there might be a button on the receiver and the bottom of the mouse, try pressing the button on the receiver and then the button on the bottom of the mouse. These buttons are to sync up the mouse and receiver.

lol. that happenes to me alot... come to find out, i didnt realize that i was hitting the space bar
