Some people brake or make holes in the pipes used to transport the water, so they can take water directly from there without walking a long distance to go find the water. So of course the water gets infected and wasted.

The only future solution is water condensors or desalinization plants and underground storage cisterns for rainwater, if you pump out enough groundwater anywhere near the ocean, saltwater incursion into the aquifer is inevitable even with the densest bedrock. This is not Haiti's problem alone, every coastal and desert community in the world needs to get busy innovating new solutions, shipping freshwater supplies is not a durable long term solution.
