C.R.A.S.H (community resources against street hoodlums (I think)) is part of LSPD to tackle gang crime in Eastern Los Santos. It is run by Frank Tenpenny, and Eddie Pulaski and Jimmy Hernandez work for it.

I dont think it stands for anything.. But isnt it Officer Tenpenny the guy that's nick named C.R.A.S.H.? I think it's for like when you do the secret missions with him.
