Are there any reasonably simplistic electronic equipment and / or software to write and make music with?

Looking to write a song but no not have any formal training in music or even reading sheet music...

Your computer is the most versatile instrument for starting out. All you need is a sequencer program and some samples/synth sounds. Lots of free stuff available if you look..

Making electronic sounds is easy. The basic step is to get a speaker, a battery, and enough wire to connect the 2. Attach the wire to the speaker, connect the wire to the battery...pow! Yo have an electronic sound.
