Yes it is a cartoon. I remember vividly about it due to that it was on Cartoon Network at a point when it first began. It's a show from the 70's which dealt with issues just like any cliche live action sitcoms like The war At home, and According to Jim.
To answer; no. The simpsons was mostly a spinoff from the tracey Ullman show. So theres no relation in no way to it.

I remember that show, Boomerang shows it late at night. Tom Bosley was the voice of the father, and Dick Van Patten did some voices for some other family, I think it was the mayor and his co-horts, and Jack Burns, of "Burns and Schreiber" fame, and later episodes of "The Andy Griffith Show", he played Warren, the replacement for Barney, was the next-door neighbor.
But to answer your question, no, there's no way for it to be a spin-off. To be a true "Spin-Off", there has to be a character from the "parent show" that goes off on its own. "All in the Family" boasts the most spin-offs, at least I think they do. They spun off "Maude" (Which in turn spun-off "Good Times", "The Jeffersons", "Gloria" (short-lived though it was), and believe it or not "Archie Bunker's Place".
TV.com should have all the information about these shows, as well as The Simpsons.
