A web page is a single page of information on the internet. A web site is a collection of web pages.

http://www.yahoo.com/index.html is a web page (notice it links to a single html page, index.html)

http://www.yahoo.com/ is a web site (it is doesn't really specify a single page).

A web portal is a web page that allows access to a variety of information form just that page. Yahoo is an example of a web portal, because it links to a lot of information (such as news, weather, your email). Google really isn't because it only has the search (unless you have a personalized home page, then it could be considered a portal).
