When a stoplight is not working due to power failure or other reason, what is the correct procedure to follow as a driver approaching the stoplight?

I am a driver, but I constantly see people who do not treat broken stoplights as four way stops - they only yield or go straight through as though they have the right of way. Especially if it is at an intersection with a major road and small road.

Before proceeding across, stop, look all directions and then go. You should think of it as a 4-way stop. Be careful as there are people who think they have the right-of-way just because they stopped, regardless of what order.

Treat it as a stop sign. Everyone takes turns crossing the intersection.

If the light is BLINKING, a red blink means to use it as a stop sign but a yellow blink means to proceed with caution without stopping.

Everyone above me has the correct answerr, but here is my two cents anyway:

Didn't you have to know the answer for this question when taking the driver's exam? Or aren't you a driver yet? Just curious.

call the traffic police man and complain about it requesting him to do manual control duty of directing the traffic in case of traffic stoplights stop working..
