It would really depends on what your friend likes. What her taste is, and the thought and message you like to send. There are many things you can get for 20-30 dollars, but as you might be aware this budget doesn't allow for anything too special.
I'll just list a few things that you can buy with this:
Gift Certificates
This is if you don't really know what to get her, you can get her a voucher, a bit on the not creative side of things, but she won't mind. Perhaps a music voucher if she is into music?
Picture Frames
You can get her a picture frame with a picture of you two together, perhaps one of when you guys were kids? Since you known each other since 5th grade. You can also do a bit of photoshop'ing if you are on the creative side of things and add some scribbles :)
Books
Her favourite book... maybe you can even get a second hand first edition somewhere.
CDs, DVDs
Buy a classic movie she likes? Or you can even burn her a cd of your selection of music.
Towels
Maybe you can get her a set of towels that has her name embroidered on it. Or just fancy cute patterns.
Other gifts you might want to consider are Flowers/Vase, and the ever popular wine :)

Hallmark has some of the best plaques or picture frames with friendship sayings that are really nice .Or you can always just make a quick trip to bath and body works. Or you could always give your friend a gift certificate for a free massage I don't know anybody who would turn that down!!!

I got mine a gift certificate for a manicure. She loved it. It's not something she'd do on her own. If she already has her nails done, you can get a gc from there.
Does she like coffee? You can get a nice mug, some beans/ground coffee from Starbucks or somewhere like that (or even a grocery store) and put together a gift set.
How about a body wash/lotion set?
Is there any magazines she loves? You can get her a subscription to that.

Buy her something with major sentimental value. You have known her for so long. Maybe make a collage of pictures and put it on a box and fill it with memories you have of the great times you spent together. Fill it with notes and pictures. This is an expensive gift that I am sure she will enjoy.

I think you should take her out for dinner first .. everyone loves a free meal.. get her a card to go with it .. then ask her if she'd like to go to a movie, club or a bar for a couple of drinks.. also remember to tell the bartender its her bday.. free drinks..

u can go to marshalls, ross or nordstrom rack where u cud find real good stuffs..
wallet, jacket to keep her warm, a watch ( like in ross, $24 for a watch that was used to be $80).. its a good buy..
what does she like? does she collect something? favorite color.. =p
