The president doesn't have war declaring powers, it's the congress. So why isn't the congress being targeted as allowing the war to occur? Or for even voting for it, etc. ?

I blame congress to although Bush has the most responsibility because he's the leader and he and his administration really made the most outrageous statements on Iraq and WMD.
But I'm not forgetting all the Democrats who said somewhat the same

That is a good question. You should keep in mind that Congress did not declare war on iraq or Afghanistan. Congress has not declared war in a long time. Yes, I agree Congress shuld be held accoutnable for blindly writitng checks into both disasters with little and no debate. however, that does not mean the President is beyond reproach. He is the one who read the State of the Union address telling the nation how bad Iraq was, he is the one not calling the situation now a civil war, he is the one who is staying the course. If Bush wanted, he could end the war tomorrow.

Congress should be blamed more than they have been. They are a bunch of corrupt, self-centered, morons that were more concerned about reelection than what was good for the country. Bush gets the blame because he sold the whole thing as the war on terror. The politicians in Congress failed because they were afraid that if they voted "no", they wouldn't get reelected. Congress was targeted in the Nov. election. It should have been targeted more. None of them should have been reelected.

You must have been sleeping when the President and his Administration stuffed the initiative down the throats of congress after 9/11. There is a full and entire history with all details exposed. One fascinating PBS Frontline tracked the entire sorry affair using documents. Bush, Cheney, Ashcroft, Rumsfeld, et. al lied through their teeth to convince Congress to agree. If you missed it-- check it out on the internet.

Many members are furious now. Plus, they were ejected from meetings or weren't told. The whole thing has been quite juvenile. Someone even put anthrax in the Senate building and had it evacuated. Because of that no one got their mail. No one read the Patriot Act and when they got back, the deadline to pass it was happening. So they voted it through. That's why you have fewer constitutional rights now. What a travesty!!

Now the new head of the Senate Intelligence Committee will expose the entire thing. BRAVO! Get busy and do some research!!!

First of all, the Wars Powers Act is a long-debated farce...Bush did not consult the congress before exercising his perceived power as Commander in Chief to start the war in Iraq...second, Bush rushed us to war and told the Congress and the American people that there was an imminent threat because of WMD in Iraq...all a lie. So, there is only one person you can blame: Bush!

The President is the Commander in Chief. The buck stops with him. Now, Congress does share the responsibility, but since they are known as "congress" to most people, who are clueless about how they operate, it's easier for one person to get the blame or credit.

President Bush and his administration made the case for the declaration of war. It is for this reason he has accepted much of the blame for any problems. As well, there are concerns about the war has been fought since the decision has been made.

Mind you, that doesn't mean that Congress doesn't have a great deal of responsibility as well.

The President is the Commander-in-Chief of the military, meaning while Congress can grant him authority, the President ultimately has the choice on exercising it. And as the President exercised his Congressionally-approved authority to enter Iraq, it is the President who must also be held responsible for that decision.

Because G. Bush lied to the Congress stating that he received information as to the fact that "Weapons of Mass Destruction" were being prepared to attack the U.S. Congress, therefore, has misinformation and made to feel that they had to protect the people that they are being paid to represent.

Congress was fooled. G. Bush is in the wrong profession, he should be a salesman.
