Tammy, since he was an exchange student, probably he came under the auspices of one of the federal exchange programs and your school administrators can tell you, what program he was part of. Most likely it was a Freedom Support Act. You can try to find his whereabouts through FSA administrators (the list is here; https://alumni.state.gov/index.cfm?fuseaction=links&parent_id=186).
I can tell you that he is not registered in the alumni database (https://alumni.state.gov), otherwise I would have found him for you.
If you can write and read in Russian try search www.odnoklassniki.ru, it's a Russian analog to classmates.com, but there are quite a few people with this nam/last name and age range

I think you will need a bit more information than that to trace him. Do you know how many people live in Russia? That name as well, it is like asking Does anyone know John Smith? Also you need his surname, that is just his patronymic name which basically means Alexie son of Andre, you need his real family name.
