What does it mean when a person says "life sucks because it screws everyone over"?

It means they are in a bad mood.

It means that the person is disgruntled and dismayed about some aspect of his/her life over which they feel they have very little control over and/or are powerless to change. They're fed up and bitter. Try to get them to share more details and be open to them venting their emotions about the hurt or particular injustice as they see it.

They probably mean that life is nothing short of stupid and horrid because it's unfair and things always seem to take a turn for the worse.

For the record, though, they're wrong.

It means they have a very low opinion of life, they are disappointed in it, they have some bad news, they find it very hard to face.
