Marcie is the one who calls Peppermint Patty "Sir," and Charles M. Schultz said it has to do with Marcie's being intelligent and naive, and also because she respects Peppermint Patty. Her naivete is the reason for "Sir" instead of a proper feminine address such as "Ma'am."
