8 teams:
-SEC champ
-Big 10 champ
-Big 12 champ
-ACC champ
-Big East champ
-Pac 10 champ
-2 at-large bids
Any more teams than this and you run the risk of devaluing the regular season. Less teams would be too exclusionary.

Here's my question with the #1 plays #8, #2 plays #7 etc - How can you assure that the #9, #10, and #11 ranked teams should not make the playoffs?

In otherwords, you still need a ranking system in place to rank the teams #1 through #8, so would this not be just as problematic?

I think that they should keep the bowl format the way it is, with one minor adjustment. The week following the BCS bowls, there should be a plus one game. This means that after the new BCS rankings are completed after the bowl games, the BCS 1 and 2 will play for the national championship.

A playoff would be very hard to assemble. Would it be 4, 8, or 16 team?

You cannot do away with the bowl system altogether. It is a great source of revenue for the cities that host the bowls, (i.e. New Orleans and the Sugar Bowl), and for the teams themselves.

It is too easy for them to do that. The BCS is the money for them right now.
