Cactus can always be cut back just like any other plant. However if you are doing it yourself use extreme caution as cuts and scrapes can become infected if no cared to appropritaly.

Actually it depends on the type. Strong growers can usually be cut without harm. Certain types will have the normal growing form destoyed. In some, once cut they may live but not grow.
