Norton Anti Virus tells me that say 205.43.802.564 has just scanned a port protocal UDP is this a break in?

On several occassions, Norton AV tells me the same port number, the same IP address, the same protocol, has just scanned that same port, and they have blocked it. Is this legal for people or whoever to do? Any way I can find out who is behind this repeated attempts ? It has a number like I have listed above, then (00000) five more figures in Parenthisis. So Any way I can find out who this is? And if so, any way I can do anything about it?

Report the IP adress to your internet sever company,they must know who's behind it.
