You have a few options, if you use AOL, if you have a broadband connection, it's free now. Or if you have a XP operating system, you can create an account for you daughter and then do the following:
You can also go to your browser Internet Explorer then go to
Tools
Internet Options
Press the Security Tab
Check Restricted Sites
Press Site once Restricted Sites is highlighted
Then in the box, put in the URL of the website that you want blocked.
Then Apply
OK

There is software available which will block access to specific sites, and there is software which will monitor computer use. The link below has a lengthy list; I know people who have used both SurfControl and SurfWatch, though I cannot recommend either from personal experience.

This will protect you at most for a couple more years, as she is rapidly reaching the age that she will be able to find access elsewhere -- a friend's house, the library, at school. I believe that the best approach, as with most parenting, is to establish rules, make sure she understands them and the motivation for them, and as much as possible help her follow them. We have told our daughter that she can only chat with her friends, and we have been clear about the "strangers with candy" aspect of online chatrooms.

If you are concerned about her using your home computer for chat unsupervised, put the computer in a public place and establish supervision. If you can't supervise her -- well, she's getting pretty close to the age that it won't take her long to figure out ways to work around whatever you put in place anyway.

Sorry to be so dire, but -- well, your daughter will find her way into the world. If she's already discovered chat, and just telling her to stop isn't working, it's going to be hard to keep her away with technology.

There's a couple of different ways. The first one is to sit there and watch the child. Second, limit her time online third make sure the computer is in an open room and not in a bedroom.

Not so great ideas, there are many types of parental control software out there. Most firewalls will allow you to block applications and ports. They aren't answers and they arent solutions.

Use your Windows Firewall to block popular chat clients like Yahoo Messenger.

For example, to block Yahoo Messenger...

Go to "Start" then "Control Panel"
select "Windows Firewall" and turn it on if it is off.
Next, select the "Exceptions" tab at the top.
You will see a list of program that are allowed by Windows Firewall.
Deselect (by unchecking) "Yahoo! FT Server" and "Yahoo Messenger"
It will block access to Messenger.

Certain Anti Virus programs like Norton's Antivirus automatically and repeatedly disable Windows Firewall because they utilize their own firewalls. You may have to disable chat clients in those programs too.

Assign her a unique network user name that does not have administrator access so she cannot change your settings. Retain administrator rights for yourself only and password protect them. There are programs available on line that record all conversation so you can review it at a later time. You can monitor her chat and the people she chats with that way. Try searching at http://download.com and http://majorgeeks.com for applications that block or monitor chat.

I'm certain there are programs available to parents that block or restrict chat clients. May I suggest a thorough search?

keep it in the room where the family is. You can also get Parental Control for the computer. If she keeps a computer in her room, don't connect it to the Internet!

do wat ^ said with all popular chatrooms and site myspace bebo tag block all those sites and things like yahoo messanger and msn messanger and even the new myspace mesanger i agrre with everybody abought the keeping it in a family room u can also tall her that if u see her in a chat room u ll take the comp away or the internet
