it glows a red under electric current, most of the signs you see dont even usually have Neon in them anymore, usually Argon, or Xenon. all of these are called Noble Gasses. this means they WILL NOT bond with ANY other element on the table. they are located at the far right of the table, and they further the left, the more "bondable". i wouldn't think it to be healthy to inhale that stuff, so yeah its prolly noxious. and as for explosive, think of it like this: its neighbor, Argon, is commonly used in blow-torches. so flammable? yeah, most likely. usually your only radio-active things are : man-made elements (neon isnt one.) and your compounds. so its not radioactive.
