so many wrong answers... and yet they wonder why they get hurt or die when since they all "Know" electricity. it takes less than .05 amps to stop your heart...yes thats POINT ZERO 5 amps...actually its much less even...and all it takes is ONE volt!
anyways...to answer the question...when i was an apprentice back in the 70's....I was told a breaker was off by my "Experienced" electrician and actually did this as you stated...
I cut the fixture wires for the lights we were replacing thinking it was dead....well it wasnt..! Luckily I used my LINEMAN pliers to cutit since they are INSULATED and I had quite a large flash of light with sparks flying all over the room... YES the breaker blew(eventually) but my pliers (HEAVY DUTY KLEIN) had a hole the size of number 6 wire BLOWN completely through them!..The only reason I didnt get hurt was the insulated pliers...and I was NOT grounded anywhere...but i soon learned to NEVER believe ANYONE elese when they say the power is off! and those of you who said 110 volts will trip or notkill you are soooo wrong.. it takes 1 volt and a milliamp...to stop your heart.. look it up yourself and see..

you have to be nuts to do this. dep4ending on how the plyer enter the wire you maybe get nothing. you can also try to take your bath with a dryer.

A standard residential wall outlet in the US is 110-120V. It is coming off a 15 or 20 amp circuit breaker, and yes it is enough to kill you. 115VAC paralyzes the muscles and won't let you let go so that you sizzle in your own fat until the flow of electricity is stopped.

The cord is probally carrying 120 volts and 20 amps. It won't kill you unless your standing in water or are touching some other conductor.
It's not the volts that kills you it's the amps.

No it should pop the circut breaker as you cut the wires. It will burn out some of the cutting edge.

you'll trip the breaker if all is right with the wiring. Pop, spark, dark, damn. Pliers won't be the same.
