To research the history of any piece of real estate and or issues with it, there are many ways to go about it.

The city, and the various departments (building, zoning, planning, engineering and bylaw enforcement)
The residential Teancy Branch, regarding any out standing tenancy issues.

Fire department regarding fire safety violations
police department regarding any criminal activities at a building.
Talk to current and past tenants, talk to the neighbors etc etc.

As you can see the list goes on and on

but it is all common sense, and logical, if you are concerned about anything, check it out in every way possible, and check the references and referrals that others give you so that you actually double check all the issues you may be concerned about.

I'm not certain as to what apartments these might be, but I would check the library for information on the history of the building/buildings. The archives would be a good place to look.
