a friend of mine raises miniature horses, the AMHA registry is the best, all the mini horse shows I've seen on TV deal with AMHA

With any breed of horse, I'd want to see what the best look like. A great place to start is a Mini Show. See who's being placed in what categories, talk to exhibitors and ask around. People in a breed circle know each other and may be willing to help you find others who are breeding and selling what you want. You can also find out about different registries and what exhibitors think of them.
