Why when I try to go to a web sites chat room to chat does the chat window never come up?

All there is is a little red X up at the top left hand corner of the box. So what gives?

Do you have java on your machine? If so u might want to update it. Check the requirements for that site's chatroom. Maybe you don't have everything required?
