If your engine will not rev up when you advance the throttle then this answer is not going to help you. I can't tell from your question if this is the case or not. But------ in the water-------if the engine is revving up when you advance the throttle but you aren't going anywhere with the throttle wide open----------you have a spun hub in the propeller. The center hub of the propeller is splined to fit the propshaft. This splined hub has a neoprene belt moulded to it that is larger than the centerline hole in the prop. This is press fit into the propeller and is designed to slip if the prop strikes something to hopefully prevent damage to the engine by allowing the prop to slip. Over time, this becomes worn and the prop beginss to slip by itself bit by bit until--------it won't work anymore. If you are only getting 5 mph wide open, I bet this is the problem. Take you prop to any good marine dealer for repair. If the prop is an aluminum prop, it will probably be cheaper to buy a new one. If stainless steel, have it re-hubbed. This is not a problem with power, it is a problem with power transmission. The propshaft is spinning but the prop is not.

99% of the time when this situation is experienced the cause is gummed up high speed jets in the carbs. 1975 was the first year Mercury introduced the back draft carburetor. Submerging the prop in the lake produces back pressure. It will run all day long on the muffs. Under a load your motor is starving for fuel. You stated it ran like a champ a couple of months ago. Carbs get gummed up from bad fuel sitting in them for that length of time. Clean the carbs man ! Every thing else is fine. Youv'e got yourself a good motor there. JEEZZzzz!
