I've found some gorgeous spaghetti strap empire waist cocktail dresses at Penny's and wonder can I wear it to a formal party? Another girl is wearing a floor length gown.

Sure. Sounds like you got yourself a nice "little black dress" which can be worn to almost ANY occasion. It all depends on the accessories you wear with it.

Since the party is formal, if it were me, I would pair a sexy knee-length dress with more formal accessories, such as a sophisticated but festive jacket or bolero. For a Christmas party, you could probably find some really great ones, in a rich color and/or fabric, maybe even with some sparkle or sequin or whatever.

In my opinion, the simpler the jewelry accessories, the better. A pair of pretty earrings and maybe a necklace (or not) and that's it. You dont want to look like a christmas tree covered with sparkles from head to toe. But with a short, strappy dress, more sophisticated accessories will help you keep a good balance between sexy and sophisticated.

unfortunately, not. if it's "formal" , you can not wear a cocktail dress. i mean, you can,but you may be out of place.
formals are floor length, whereas cocktail dresses are from one inch above the knee to two inches above the ankle.
it's your call though.
i'm actually getting ready to go to my job's xmas party right now. it's cocktail attire.

Yes, you can. "Formal Dress" does not necessarily mean prom dress type or floor length gowns. If you want to be absolutely sure, it would be a good idea to check with the host of the event.

Absolutely wear it! You'll be beautiful! Accessorize it with some simple classic jewelry and perhaps a shawl, if it's cold. (I actually think that a long gown is a bit over the top!)

Unless the event is 'black tie' or 'white tie' formal your cocktail dress will be perfect.

Wear it if you want to be notices but if not then wear what you should be wearing if that's a floor length grown.

Unless the host / hostess of the party specifies floor-length, knee length is acceptable.
