The car has undergone excessive cigar smoking over the past decade i need the absolute best method to clean the car

Try using Febreeze on all the material (seats, carpet, trunk etc.)
spray Lysol into the air vents. vacumn th car after you spray it, then spray it again. It takes a few treatments but eventually it should work.

take the car to a shop that does interior detailing. They can wash the entire interior of the car and fumigate it. Tell them about the smell. When they finish, if they're any good, the car will smell like the one on the showroom floor of you favorite dealer. Expect to pay as much as 100 dollars

Shoot the husband or wife that smokes it! Just Kidding!

Put several sacks of charcoal in the compartment and keep closed.
Only remove them when you have to use the car and they are in the way....
