if its carburated then you might have a choke pull-off not working correctly and then when the electric choke coomes into play it comes down to normal
but if its fuel injected check codes because you probably have a bad coolant temp sensor or an idle air control dirty or bad but then you would see a problem all the time, not just cold

DIrty IDLE AIR CONTRL VALVE! Try to find anyplace that carries AMSOIL products! They make the BEST cleaner out there called AMSOIL POWER FOAM! it is VERY STRONG and safe! Also get a can of GUMOUT SPRAY as well! use them BOTH to clean your THROTTLE BODYY and in the back, the IDLE AIR CONTROL VALVE! Run BOTH cleaners through the PCV valve! This will remove BAKED IN POWDERY carbon from PISTON TOPS, rings, and VALVE heads! A LARGE billowy cloud of BLACK SMOKE will bellow from your EXHAUST indiating that things are CLEAN again! This will improve STARTING< fuel mileage, and lower emissions! The 3.8 liter had a DISTRIBUTOR and it's UPDATED version, the 3800, had a TRIO of coil packs. EITHER WAY< remove the AC DELCO plugs and install UPDATED BOSCH or DENSO iridium plugs! They are PRECISION TUNING INSTRUMENTS and you can expect a 20% IMPROVEMENT in POWER< and ECONOMY and LOWERED EMISSIONS as well! AS time goes by LESS carbon will be made and OIL CHANGES will last THREE TIMES LONGER! The IRIDIUM burns MORE fuel MORE COMPLETELY! Things have changed BIG TIME over 1988! Modern fuels are even MUCH MUCH different!

most cars idle high when they are cold depending on hoew high it idles 1200 rpm is ok for a few min the should idle down as it starts to warm up

Fast idle when cold is expected and desired behavior. It's called the "automatic choke" or "fast idle system". Nothing is wrong.

There is no problem with that... Every car I've ever seen idled high when cold... Hence... Warming up the car....
